OPC Safety Rule 1, par. 1

Recommendation to amend or make addition to OPC SAFTY RULE #1

OPC Safety rule #1 reads as follows.

1.

A. Novice drivers must, for the entire one year period of probation, tape or paint a 2” wide orange stripe on the rear of the motor cowling on the boat in which they are competing. The stripe must extend from the top of the cowling to the bottom and must be visible to other drivers while the boat is on the racecourse. Novice drivers must be given an oral examination by the referee or race committee. Novice driver must show knowledge of course racing rules, to the satisfaction of the referee, before being allowed to enter a race. Novice drivers may not compete in the following classes:  SST 120, SST 200, Formula 150, and F1 (Champ) &ModU.] The following procedure will be followed by all novice drivers for their first event in the class group in which they are competing: If the start is a pace boat, clock, or any other form of moving start other than LeMans, the novice driver shall drive in a position at the rear of the “pack”, while being observed by the referee and course officials. If the start is LeMans, the novice driver shall start at the position giving least advantage to the first turn regardless of any prior qualifying and must be delayed approximately two seconds at the start so as not to approach the first turn with the “pack.” During the course of the race the novice driver must always pass all boats on the outside and give adequate room to be overtaken on the inside by faster boats. If he is not cleared for “open competition” at the end of the race the referee shall not sign his temporary license and will be required to run additional races in the same manner until the referee clears him by signing his temporary license. This rule is not to restrict or disqualify any UIM or CBF member or any other duly qualified and licensed driver.

OPC novice drivers must contact the OPC Chairman for a NOVICE DRIVER FORM & must be filled out & signed by attending referee at each sanctioned event. After the driver has competed in 15 sanctioned events they may be granted permission by the OPC Chairman to compete in SST 120, SST 200, FORMULA 150,F1 (Champ) or MOD U.

Note: Webster Dictionary definition of Novice: A person who is new to the circumstances, work etc. in which he/she is placed.

B. Any driver wishing to compete in OPC classes SST 120, SST 200, Formula 150, F1 (champ) or MOD U, must have successfully competed in 15 OPC sanctioned events in a lower speed class of SST 45, SST 60 or Super Sport under rule 1.

Reason for amendment is as follows.

To add the #1 safety element to this high speed race craft that has been overlooked. (AN EXPERIENCED    TUNNEL BOAT DRIVER)

1. To not lose drivers of these classes through permanent injury or death.
2.  To promote safe racing.
3.  Lower insurance premiums.
4.  Lower the cost of racing through less carnage.
5.  Promote the lower classes of OPC.
6.  Novice driver will be more competitive & safer in lower speed class
7.  Adds safety to the spectators, drivers & rescue.
8.  Less race stoppage.
9.  Promotes membership.

In conclusion I feel this simple rule change is just & warranted. There have been too many accidents in the SST 120 class the last few years. I feel it is irresponsible for OPC to allow a novice driver with no prior experience of the handing issues of a 100 MPH plus tunnel boat turning at 3 to 4 g’s & allow them to learn on the job. This puts the fellow racers, spectator, officials, rescue personnel and novice driver all at risk.  I do not believe any spectator in the crowd atKankakeein 2010 & 2011 after seeing all the accidents of the SST 120 class would say this is a sport I would like to get into.

OPC Safety Rule 8, par. E

 Proposed rule change:       Remove entire paragraph

Reason:  Venting the front pickle forks on a tunnel boat or venting the nose of a vee botton boat is supposed cause what air that is trapped in the tips or nose to vent out and let water in. But, this is not what is happening water is coming in through these holes and causing an equalization of pressure in the hull and not letting the air out. Which causes the boat to remain floating upside down flat on the surface and not sinking.

I spoke with Bob Wartinger about this and he was in agreement that there is no longer a need for this rule since the boats have flotation around the safety cell.

Two (2) underweight disqualifications within six (6) months will result in a fine of up to $1000.00. A fine of up to $1000.00 for technical and/or underweight violations is to be determined by a committee of three persons appointed by the OPC Chairman. Such fines are payable to the OPC Budget. The driver is to be suspended from the time he is notified of the fine by the OPC Chairman until the fine is paid.

CURRENT  – The Race Committee shall limit the number of boats starting the race to a number of boats which can safely run on the course at one time. In the event that more than the prescribed numbers are ready to run, the field shall be divided into qualification heats. There shall be considered as qualified for the final heat that number of boats in each qualification heat which is equal to the maximum allowable number divided by the number of qualification heats.  If more than one boat has earned consideration for one vacancy………….

PROPOSED  - The Race Committee shall limit the number of boats starting the race to a number of boats which can safely run on the course at one time. Reason: We should not be splitting fields that have 4, 5 boat heats. This bores the crowd and hurts our show to the fans. This also hurts competition and does not require a lot of driving on part of the drivers. There also is no reason to prolong the event and spend the extra time on the scorers to have to score extra heats when they could all be scored in one heat. Racing will be more exciting and fun if everyone is run in on group if only single digit boats show up.

 Reason: The current point structure for APBA puts too much weight on winning a heat and thus leads to one of our ongoing problems with Sandbagging. As an example, why should a first and eighth beat two third place finishes? We need our drivers to earn their starting positions by driving hard and having to pass other competitors instead of taking a heat off and just relying on a heat win. The current structure also suits more Inboard or hydroplane racing where 5 or 6 boats are only running. When OPC has its bigger fields, this Point system is not an accurate and fair point structure. I would like to see a point system that is a point for point system based on positions and # of boats. We should not award 400 APBA points to a driver who attends a local event that might have 4 boats and award 400 points to a driver who wins an event with 15 boats. This would make the US-1 high point much more meaningful as well. First place points should be reduced as the fields of boats are reduced. Some of the series such as PTT, PROP have good point structures that require good racing in their qualifiers and should be looked at for a new point’s structure that is much need in APBA for OPC.

C. If a Minor Series falls below the minimum boat count for two years, it will lose its series status with the category.

D. PROPOSED – Any Series race that does not meet the minimum participants for an event shall not award series points to any of its participants for that event

E. Any series must comply with A, B, C and D above to be eligible for Hall of Champions awards in that year.

F. No more than two major series will be approved for any single APBA class. There shall be no limit on the number of minor series allowed.

G. At any race at which the prize money is $5,000.00 per class or more, the protest fee and the appeals fee may be equal to the prize money for first place, and must be noted in the advance program.

Reason: Series points should not be rewarded to races where there are not at least a handful of boats. It hurt the integrity of a season championship and this would help at least in maintaining decent fields at Series events

Rule 17, Protests and Appeals

Current Rule: Rule 17 Protests and Appeals, par 1.

1. Driver Notification of Racing Infraction for required, signed by both the driver and the appropriate official.

DELETE RULE 17.1 AND REPLACE WITH:

All penalties must be assigned by the conclusion of inspection.  It shall be the responsibility of the driver if he/she leaves the race site before the race completion (completion of race is 1 hour after the completion of inspection), to provide contact information for the referee to communicate with him/her.  This information should be given to the Chief Referee and Chief Scorer.

REASON FOR CHANGE:  Many times competitors, with long distances to travel leave the race site prior to race completion (1 hour after completion of inspection).  The officials may be busy running additional heats and not be able to immediately communicate with the involved driver.  This rule will prevent situations where the driver does not know of penalties until days later.

APBA received a wake-up call in October 2011. The information came in a letter from K&K Insurance Group. This letter informed APBA that, due to risk management concerns, K&K would be unable to renew our regatta liability and participant accident insurance for the 2012 season. K&K’s risk management concerns centered on APBA events where individuals were allowed to enter restricted areas without signing a waiver. To emphasize this, K&K stated,
“As you well know, the waiver is our best device in defending you as our client.”
After seven weeks of hard work by APBA staff, APBA officers and, most importantly, the Hylant Group (APBA’s insurance agent), APBA has secured coverage for the 2012 racing season. American Specialty Insurance & Risk Services (ASIS) will provide regatta liability and participant accident insurance. APBA’s 2012 coverage from ASIS is comparable to our 2011 coverage from K & K. Predictably, costs have increased. Please see the table below for a cost comparison of the 2011 and 2012 rates. As in the past, where an event runs categories with different insurance fees, the event must pay the higher of the two fees. Also, clubs may schedule a Friday test session in conjunction with a Saturday and Sunday race with no additional insurance charge. Any testing done in conjunction with a race must be insured.
Please note that the rates below are for the 2012 racing season only. With good risk management during the 2012 season, rates could go down. With poor risk management, rates will either go up or, in the worst case, APBA will be unable to purchase insurance coverage.
In most cases, 2012 risk management requirements have not changed significantly from 2011. However, it is mandatory that APBA improve the enforcement of the requirements. Most importantly, we need to do a better job of making sure that everyone in the restricted area has signed the insurance waiver. To this end, the APBA Board of Directors (BOD) is in the process of putting new measure in place to aid compliance. A Risk Management Committee has been formed to make recommendations to the BOD. It seems clear that one of these recommendations will be a written test for risk managers, similar to the referee test. Our risk managers are hardworking people. However, we need to make sure that APBA rules and regulations are clear to them. In addition, the 2012 referee test will contain a section on risk management.
More details on these measures will be provided at the APBA national meeting during the Insurance Seminar and during the Referees and Officials Seminar.

This is the first survey I can recall APBA has ever undertaken. This is your chance to respond with your thoughts on a variety of topics to all of the leadership. The survey is confidential, in that the results will be released only as aggregate data and not as individual returns from members.

GT Pro is an entry-level class running tunnelboats and v-bottoms in the 45-50 mph range.  The class was created by the Twin City Powerboat Association (Minnesota, Region 8) in 2007.  We were invited to the OPC Nationals this year where we ran an exhibition race to show the class to racers from around the country.  We were very well received and there was lot of interest expressed.  We are hoping for another invitation for 2012, and I believe we will have racers from outside Region 8 participating.

Fellow APBA Racers:

As you all probably know by now, I was elected to the APBA Board of Directors. I want to thank all of you who voted for me and assure you all I will do my best to represent all facets of APBA membership.

The learning curve for me has already started and it is very steep. I endeavor to learn as fast as I can and to become an effective and contributing member of the Board.
To date I have been included in two Board meetings. At the first meeting, we elected Mark Wheeler as APBA President, and Kristi Ellison as Vice-President. Their terms begin Nov. 1. Congratulations to them both. At the second meeting, the Board heard a presentation from Crown Partners about the 2012 “digitization” plan for the APBA, the goal of which is a phased approach to improving membership, communications, marketing and online delivery of services, among other outcomes. Surveys are planned to solicit input from APBA members.

In the future, I fully intend to utilize this email format as a method of communicating with you, and I ask you all to let me know your thoughts, concerns and opinions regarding how APBA and boat racing can be improved. I even answer my phone, too! If you know of someone who is not receiving these emails, please let me know and I will include them. If you want to be excluded, you can let me know that also.

Election of Category Chairmen

By-Law 12.4.3 Election of Category Chairmen.  A Category Chairman shall be elected by the elected commissioners for each Racing Commission for a term of two (2) years, which election shall be held no later than November 30.

As the dates for all the Region Meetings approach, we are providing the following explanation on the procedure for electing the Category Chairman.

At the Region Meetings, the election of commissioners allowed for the categories will take place.

• Immediately following the Region Meeting, all elected officers’ and commissioners’ names should be sent to National Headquarters.  Most important –the elected commissioners’ names. The region may follow up with the balance of elected region officers.
• Once all elected commissioners’ information is sent to Headquarters, a BALLOT will be released to the elected commissioners in each category to vote for the chairman.
• CANDIDATES TAKE NOTE – Anyone running for the Office of Category Chairman needs to notify National Headquarters that they are a candidate for the position.  Their name will then appear on the ballot.  Please notify the office no later than October 29, 2011. If there is no notification to the office, your name will NOT appear on the ballot sent to the elected commissioners.
• Below is an outline of basic responsibilities for the office of Category Chairman.  This is meant to give a candidate an idea of the responsibilities of the position (and there may be differences depending on the category).  We welcome input on the list from any category chairman.

Category Chairman Responsibilities

• Chair Commission meetings.
• Work with the Commission and membership, promote and grow the Category.
• Appoint at-large Commissioners.
• Attend Nationals.

• Develop agendas for Commission meetings.
• Publish minutes of meetings and decisions of the Commission.
• Attend the Annual Meeting
• Represent the Category on the Race Management, Hall of Champions, and Steering Committees.
• Give Category season report at National Meeting.
• Create awards for presentation at Annual Meeting.

• Provide Hall of Champions inductees for category.
• Attend Hall of Champions photo sessions.
• Present Category awards at Annual Meeting.
• Write a Category article each month for the “Propeller”.
• Maintain Category technical manual, if applicable
• Maintain Category web site, if applicable.
• Develop rule changes passed by the Commission or the membership into actual rules.
• Develop Category rule change information for the ballot to membership.
• Proof category rules for rule book.
• Chair Commission meetings held to judge appeals.
• Appoint Category Committees.
• Appoint Category representatives to National committees.
• Forward information from headquarters to Commissioners.
• Answer questions and respond to concerns from members.
• Insure that end-of-season Category award calculations are performed.
• Approve sanctions for Divisionals, Nationals, Worlds.
• Maintain lists of Category suppliers.
• Maintain list of Category approved officials.
• Prepare and submit a Category Budget to APBA Treasurer
• Manage the Category budget.
• Maintain Category files.
• Maintain a registration of capsule builders, building techniques, and core samples if applicable to the category.

A“so-and-so” is a person everyone depends on to take care of important jobs; as in, “So-and-so will
do that.” Such people keep our sport going.
I have come to know another “so-and-so”,
Chris Fairchild of Paw Paw, IL. Although he is a
Board member, helped start the APBA Driving
School, is a many time champion and a Hall of
Champions inductee, I had not been aware of
all that Chris does until I started attending more
OPC events and had a chance to watch him.
A year ago at Port Neches, Texas, Ruben
Ascencio got a new SST 120 boat delivered on
Saturday afternoon and wanted to race it on Sunday. It takes a lot of time to rig
a tunnel boat—not like putting a throttle and steering
wheel in a stock outboard. Drivers from all over were
working on the boat, but the person who did the most
and was really in charge was Chris Fairchild. He stayed
past 2:00 AM getting the job done.
Since that time, I have had the pleasure of watching
him help anyone who needs help. Most of the time,
they don’t even have to ask him. At the recent OPC
Nationals in Kankakee, Chris was in the water every
time a boat was broken or flipped, doing whatever was
needed. He must have waded in at least five times,
helping to get boats on their trailers.
At one point in the race, one of the rescue boats was
towed in as it had quit working. In about 15 minutes
Chris had the boat running again so it could be used.
In addition to helping everyone, he brings the
Mercury two-seater to a lot of the races to give people
rides so they can experience what a tunnel boat can
do. At Kankakee he gave John Broge a ride. It was the
first time John had been in a boat since his accident.
John said he was actually hoping that Chris would slow
down, as they were going too fast!
Chris is also a winning boat racer. He has won many
championships, and competes in two to three classes at
many races. He also helps family members that race in
the Stock category.
On top of all this, Chris is a very active member of
the OPC Commission, and can be counted on to be at
all of the meetings with invaluable input. He was also
appointed to the Junior Classes Committee, and takes
this job seriously. Finally, Chris was elected to the APBA
Board and has done an excellent job.
I know that there are many more so-and-sos out
there like RJ West and Chris Fairchild. Send me an email
about them, so we can hear more about APBA members
that do so much more than race.

08-29-11 – New Powerboat Superleague Series standings post-Aurora keeps Hooper Racing in a large and comfortable lead with 780 points.

Rob Rinker from Amsoil Racing has launched him into 2nd place with730 points.  Rob jumped into this position with an outstanding win at the Regional Championships in Aurora, Indiana.  Tammy Wolf-Jakob is in 3rd position 10 points behind Rinker.

In 2010, Rob stepped into the class to help owner Joe Schulte with his one-of-a-kind prototype Altralite boat.  He enjoyed the class so much that he became a full time Formula 3 driver, as well as, continuing his career in the  Formula Lite class.

With a mere seven races in SST 60 under his belt, Rob has become an extremely accomplished and skilled Formula 3 driver.  Some of Robs accomplishments in Formula 3 this season includes:

• Winning Time Trials – Elgin, Illinois
• Winning Saturday’s Qualifying Heat – Elgin, Illinois
• 3rd place finish at North American Championship – ONLY HIS 5TH TIME IN A FORMULA 3 TUNNEL BOAT!!!!
• Marietta, Ohio – Qualified 3rd- In a boat Rinker never raced
• Marietta, Ohio – Final 4th place - In a boat Rinker never raced
• Divisional Championship – 3rd place Huntington, WV

Unlike other teams that have extensive testing time, Rob’s only time in the boat has been at races. Rob is continually learning and advancing his skill in his new class.  We can’t wait to see the positive strides and continuation of this young and talented driver in the Formula 3 class and the sport.

He is a great addition to the class, a positive roll model, and we expect only great things from Rob.

Hooper is the ONLY driver that has monoploized the podium, infact he had been on the podium at each and EVERY APR Superleague race including the North American Championship and Divisional Championship.  Hooper has cemented himself as the dominating force in the extremely competivite Formula 3 class.

At Mike’s last race, the Divisional Championships in Huntington, WV, rough water cause Mike to hook his Scycraft boat during time trials.  This unfortunate incident caused Mikes right shoulder to pop out of it’s socket.  Mike, a true athlete placed his shoulder back into his socket and continued his time trial lap and then completed both qualifying heats allowing for a 3rd place start on the dock in Sunday’s final event.

During the final, Mike and Hooper Racing were in a sold 2nd place and gaining when a racing collision between Reno and Hooper caused damage to both powerboat.  Mike, a incredible competitor, continued and fought his way to another podium finish and when the checkered flag dropped Mike took a familiar place on the podium, again.

We can only say this year is HOOPER DOMINATION!!!!

Shaun Torrente Wins Bay City River Roar

The 24th annual Dow Bay City River Roar tunnel boat race, round two of the 2011 Formula One P.R.O.P. Tour, concluded Sunday, June 26. And like the past 23 years – this year didn’t disappoint.  Bay City, Michigan  was one of my favorite stops when I followed the series’ with our outboard race support truck back in the 1990s. The Saginaw River, contained with sea walls, is always full of surprises. I’ve witnessed more blow overs and wicked barrel rolls at this race than I care to remember. Ask any driver who has experienced it and they will tell you Bay City is one of the most challenging tunnel boat races in the world.

Weather conditions this year were near perfect. It was sunny all weekend- with temps in the mid 60s during testing on Friday, warming up to a comfortable mid 70s on Saturday for qualify and low 80s for the final races on Sunday. The winds picked up at race time, creating a rough chop against the current.

Shaun Torrente won the Bay City River Roar Formula 1 race. He led the 11 boat field from start-to-finish.

Miami, Florida native Shaun Torrente has always been an exciting driver to watch. At 32, he is a young, skillful driver who isn’t afraid to take chances. That personality trait can make the difference between winning and second place. it can also mean the difference between winning and not finishing. Shaun has matured as a driver since I last saw him race. He is now competing on the UIM F1H2O Formula 1 circuit for Peters & May Racing, with race experiences throughout Europe as well as Qatar and Portugal.

Shaun does a victory burnout for the crowd.

His worldly experience seems to be paying off. It was just last year in Bay City where Shaun led the entire race, only to spin out on the final lap. Chris Fairchild went on to win the race. Shaun and Chris had common goals coming into Sunday’s race. Both are hard charging – fierce competitors. The difference this year was the number of races Shaun had prior to the event. Shaun was razor sharp all weekend, capturing a pair of qualifying wins on Saturday to earn the pole position for the 50-lap F1 final on Sunday.

He repeated  his razor sharp performance on Sunday. His Mercury 2.5 EFI Champ race outboard powered tunnel boat launched off the start dock – quickly accelerating into the lead with Chris Fairchild and three time River Roar champ Terry Rinker following. Mechanical gremlins forced Chris, Shaun’s only real threat, to the trailer with four laps completed. Shaun steadily built a 20-second lead over Rinker to capture the checkered flag. The race was called at 35 laps due to the extremely rough course conditions.

Terry Rinker, Brian Venton, Lynn Simburger and Jeff Shepherd rounded out 2-5. All were powered by Mercury 2.5 EFI Champ race outboards.

Despite only running the final two races at Aurora and Kankakee in 2010, Sam was a threat to win at Aurora before getting into a wreck with Brent Dillard. He backed up his Aurora performance with a win at the National Championships in Kankakee, IL in September. While Sam has built his own motors for some time, he has started in recent seasons doing work for other teams as he has cut back on his racing schedule. There is no secret that LaBanco builds the power into his motors which often ends up with his boats in victory lane. In fact, Sam was one of the engineers back in the day at OMC that helped design many of the outboard racing engines so he knows the powerheads inside and out.

Fellow racers Toby Hood and Sammy Miller have used Sam the past couple years and I am happy to announce that Herd Racing is a LaBanco customer beginning today. After Sam gets our primary motor as hot as the rules will allow we will send up our backup motor so when the 2011 opening gun fires we hope to have two of the best powerheads in the league. Couple that with new props, a better boat and a lighter driver and we hope to show some improvements when we unload for the first race this spring.

Also, as you can see from the photo with this blog of Miss Pennsylvania Courtney Thomas and the #75 boat, the Herd Racing boat was featured in the annual media report put out by the EQT Three Rivers Regatta in Pittsburgh. The regatta report indicates that about 600,000 fans attended the two day event over the July 4th weekend last summer making it the biggest inland regatta in the U.S. The total Neilson audience was estimated at 1.2 million people with a combined media publicity value of about $2 million for sponsors!

This is good information to have when courting sponsors for next year’s event. There aren’t many sports that can provide this type of return on investment which is why I continue to have high hopes for our team’s involvement in outboard tunnel boat racing in 2011 and beyond.

As early as 1956 the rival outboard racing association,

the National Outboard Association, had fully codified

pleasure boat class rules. There was pleasure boat racing

under APBA in the late '50's-1960, but not with fixed rules.

The events were run under APBA special event

status, where the applying club could make its own rules

about boat and motor type, size and restrictions for each

event. This could be very confusing. Motors or boats or certain

combinations legal in one APBA race might not be allowed in

another APBA sanctioned race a week later, while

there was no such confusion at NOA races.

The 1961 formation of OPC within APBA with formal, fixed rules

had 2 strong benefits ... racers knew what the rules about boats

and motors would be and loss of membership to NOA was avoided.

There shall be no other Modified Outboard class or classes sanctioned within the same geographical division on the same date as a Modified Outboard Divisional unless the Modified Outboard chair has written approval from the race director of the club hosting the Divisionals and the race director of the club with the conflicting race.

Rule Change #2–Rule 18.3.C) Add following to end of current rule: Prototype status shall be reviewed annually by the MORC.

Rule Change #3–Rule 18.3.B) Delete Subsection 1 and replace Subsection 2 to read as follows: The motor would be available within 45 days of placement of a bona fide order. Motion passed.

7. Digital Technology Project: Motion duly made by M. Wheeler and 2nd to approve: President Weber to enter APBA into a three-year contract with Crown Partners as detailed in the Statement of Work (and clarifications) from Crown Partners. The contract shall begin in fall 2011. The exact beginning date will be determined based on APBA’s cash flow. Discussion followed clarifying financials, technological aspects and benefits to membership and APBA Headquarters. GSR 3 changes effective november 1, 2011; printed here as a courtesy to members who may be ordering new helmets or thinking about painting their current helmets.

Delete GSR 3.a. 1;

Delete  the phrase “For a participant who races unrestrained in a open cockpit” from GSR 3.a. 2 (and renumber).

Current GSR  3.a. 1:  For a participant who is restrained in the cockpit, it is recommended that a majority of the helmet be painted with a fluorescent red, yellow or orange; or international orange.  There is no specific area, but the helmets must be of a bright color so as to be clearly visible in the water.current

GSR  3.a. 2:  For a participant who races unrestrained in an open cockpit,  the upper fifty percent (50%) of the helmet must be a single color of the following: yellow or orange or international orange or fluorescent red.

New GSR  3.a. 1:  The upper fifty percent (50%) of the helmet must be a single color of the following: yellow or orange or international orange or fluorescent red. Rationale: Helmet colors selected by some drivers in restrained cockpits are difficult to see once the driver is in the water.

Change GSR 6, effective upon BOD approval (3/1/11).

Spring is finally here! and we had our first event east of the Mississippi just a few weeks ago in Lakeland, Fl.  For those of you who didn’t make it, it would be a GREAT idea to take a thorough safety inventory on all of your equipment.

If you have questions, OPC has a number of resources to help make sure that you are prepared for the 2012 season.  Here are a few people you may contact for any guidance: Bob Wartinger, Sam LaBanco and Lou Howard.  If you do not have contact info for any of them, let me know and I will get it to you ASAP.  There is also a significant amount of info on the OPC website  www.opcrace.com.

Also, a new Safety Rule has been passed by the OPC Commission that will take effect November 1, 2011. It will read as follows:All competitors driving, and all passengers in, an approved reinforced cockpit boat, shall be required to utilize a restraint system, consisting of a minimum 6-point mounting design. The restraint system shall consist of not less than 2 lap, 2 shoulder, and 2 crotch straps, hooked together in a central release system.  This release mechanism must remain released/open once it is activated and until it is reset. All belts shall be: a) at least 2 inches wide b) entirely constructed of polyester material) SFI 16.1 certified; and d) either replaced or recertified within 3 years after the date of manufacture indicated on the SFI tag located on each strap of the belt system, and within 3 years after each replacement or recertification date. belt systems must be mounted following manufacturer’s recommendations. (See rulebook illustration.)  This rule will take effect 1 November 2011. A list of manufacturers whose belts meet these criteria can be found on www.apba-racing.com.

Hearn to address questions and concerns and will report back to the BOD.  M. Wheeler reported the Finance Committee is in data gathering phase, researching funding expenses/income options and will be meeting to discuss and report back to the BOD.

e)        Formula 4 Spec Boat Project – J. Titus requested an update on the Formula 4 Spec Boat deck mold.  C. Fairchild reported the deck mold is not complete and he has a conference call scheduled with Jason Neri.
